This is because some ubers benefit immensely from boost, almost having boost required to make them viable. Sure, evaluating Yukimura and Balrog at level 50/ 60 seems unfair at first, but seeking the max potential for all ubers provides the most optimistic viewpoint for ranking, after all, it’s possible to make most ubers work well with boost and good usage.
However, Ultra talents and Ultra Forms are an incredibly murky area due to its inaccessibility. Regardless, I have decided to fully evaluate ubers at their ultra talented/ ultra formed level and have elected to ignore investment.
The major problem is that whether you account for investment or not, it leaves some aspect of the ranking worse off.
If I were to account for investment, then the efforts and potential that UT or UF ubers gain would be wasted

It is a lose-lose situation.
I chose to go with a more optimistic path rather than a more realistic path, and I chose this because it creates simpler ground for comparing ubers and also emphasizes that my lists are end/ post game oriented, from which such players are capable of making large investments.
Additionally, this method future proofs against economy changes where catseyes, XP, or NP become easier to farm. We have already seen this happen with the implementation of Cat Capsules+ and the growing sources of Dark Catseyes in the game.
Doing this also avoids scenarios where certain ubers are misrepresented. An example would be Poseidon, whose potential was not recognized for years until the proposition of boosting him to max level revealed his savage blows to be far stronger than what was thought of. The stigma of evaluating ubers at lower levels for a “realistic” viewpoint (even if it’s level 50) misled the community into undervaluing many ubers.
Either scenario is a loss in some category, so going with an optimistic viewpoint leaves better room for comparisons and leaves investment as a footnote for if you want to delve into applicability rather than having a universal aspect of UT and UF destroy everything of any worth.
